Advanced Civil Design was founded in 2002 by Thomas Warner, James Whitacre, and Douglas Hock. Each serves as a principal in the firm and oversees client projects. The partners' combined experience ranges from commercial projects such as distribution centers and office complexes to large-scale residential and multi-family developments and public roadway projects.  With more than 60 years of combined professional experience, the firm's principals bring a diverse mix of civil engineering, surveying and land development experience to client projects.

Thomas Warner, P.E., Owner

Tom is a founding owner of Advanced Civil Design and oversees the management, design and coordination of engineering projects from concept to completion. Tom is a licensed professional engineer with more than 23 years of experience as a project designer and manager. He has worked on numerous public and private projects throughout Central Ohio including public roadway, major commercial centers and energy infrastructure across the state. Tom is a graduate of The Ohio State University with a bachelor’s degree in civil engineering and is a licensed professional engineer in Ohio, Illinois, Kentucky and West Virginia.

James Whitacre, P.E., P.L.S., Owner

James is a founding owner of Advanced Civil Design and is directly involved with the management and coordination of all engineering and surveying project operations of the North Carolina office. James is a licensed professional engineer and surveyor with more than 20 years experience as a project designer, manager and surveyor. James has spent his entire career working with municipalities and private developers designing infrastructure and commercial developments. James has been the project manager on more than 200 projects in North Carolina and across seven states.  James is a graduate of The Ohio State University with a bachelor’s degree in civil engineering and is a licensed professional engineer and surveyor.

Douglas Hock, P.S., Owner

Doug is a founding owner of Advanced Civil Design and oversees all surveying services. Doug has more than 25 years of field and office experience preparing boundary surveys, ALTA surveys, topographic surveys, annexation plats, subdivision plats, easement descriptions and construction staking. His experience includes knowledge of standards for construction staking, survey document preparation, and property transfer. Doug is certified by the Ohio Department of Transportation as a Right-of-Way designer. Doug completed his undergraduate studies at The Ohio State and is a licensed surveyor in Ohio and North Carolina.
